I'm not at all sure why this is even under discussion. IMHO, the
concept is that earning the rank of eagle may say something about a
person - - Hopefully it does!
Not earning the rank of Eagle does not say anything about a person,
regardless of the opportunity they may, or may not have had to earn the
rank.
Can we talk about Scouting?
