I can empathise with your problem. Although I did not find myself in the
deperate spot that youfound yourself, I did take over as a committee chair in
a Boy Scout troop where all of the work was being performed by essentially 3
people.

The best way I have found to deal with the numerous tasks involved in running
an active Scout unit is to Divide and Conquer (the tasks that is). First make
a list of all of the activities that you think your scouts would like to
participate in. Then photocopy the list and ask each parent to sign up for at
least one of the activities. Emphasize that Parent participation in this pack
is not an option. Make it very clear at this meeting that each family is
expected to take a leadership role in at least one activity a year. If you
have parents that tell you that they are too busy to help, politely explain
that you are not providing a free baby sitting service and their help is
expected for at least one activity during the year. This should guarentee you
at least as many pack activities as you have families.

You didnt say whether or not you have a good commitee chair or not, but is
essential that you have someone to take that load off your shoulders. Then
organize a good committee. Each member with just one job (ie advancement,
treasurer, fundraising, outdoor activities, roundtable representative etc.)
Break the work load up into small chunks and then let each person do their
part (dont micro-manage).

When just one or two people do the all the work in any volunteer
organisation, they have written the eventual death sentence for that unit
because their jobs are so wide in scope that no one is ever willing to take
over one of them, when the time comes.
