Because "active" membership is spelled out in the BSA rules
and regulations. The "normal" category that is used for
each scout on your roster is "active".
There is also an "associate" category, which is *NOT* considered
active. This is for individuals who the unit committee feels
do not meet their requirements of "active membership", but who
wish to be associated with the unit, and agrees to attend at =
least one meeting/activity a year. "Associate" members are
covered by insurance, etc., but do not accrue tenure for rank
advancement, service stars, etc.
The professionals do not publicize this category, since someone
registered as an "associate member" does not count in the numbers
that they are judged by. It does exist, however.
In regards to the "leadership position" question, National
assumes that you are implementing the Troop Operations Plan
as it is spelled out in BSA literature, and that you really
have a boy run unit with boys doing the various jobs. There
position is then pretty reasonable, in that all of these jobs
are important, and the assumption is that someone had to do
it. If the person holding the position wasn't doing it, the
leadership would have no choice but to remove him and give
it to someone who actually did the job.
