Experientially, there are often long times between the last office and
the eagle board. That is a 14-15 year old makes his Life, does
another term and then stops attending a lot meetings / activities.
This bothers some folks and you get the sorts of threads you have seen
here. If the Scout as a Life rank fulfills the requirements at any
time, the National rule seems to be that intervening time does not
matter.
