At our troop's awards presentations (CoH and such) I will sometimes
mention that giving awards is not just or even primarily to honor the
person receiving the award. Awards are given to honor the recipients'
family and friends. By accepting the award you are honoring the
people giving the award. Awards are also given to promote an
activity, event, or program. These are all valid reasons to nominate
the Scout in question.
