The proper display of a flag on Memorial day is to fly it at half staff
from sun rise to noon eastern time then raise it to full staff, the flag
should then be retired before sunset even if lit. The key is that the flag
should be at full staff by noon in Washington D.C.
Many people have flags flying from their house fronts which are not
capable of being flown at half staff. Those flags should not be flown until
noon on this day.
My personnal belief is that I would rather see someone fly the flag at
full staff all day than to not fly the flag at all. Memorial day is not the
only day the flag is flown wrong. Veterans day (Nov 11) you are supposed to
change the flag staff position at 11 am european time to honor those WWI
veterans (the eleventh hour of the eleventh day of the eleventh month).
I have committed flag errors myself and I'm supposed to know what I'm
doing as Commander of a VFW Honor Guard. I have forgotten to retire my flag
at or before sunset and left it outside all night not properly lit. This is a
violation greater than not changing staff position on a veterans holiday.
I hope this helps and if you need more help visit your local VFW honor
gaurd and ask advise, or better yet, see if you unit can help in one of their
activities. The assistance would most likely be well accepted and the boys
will learn many valuable lessons!
