"Charter Name Scout" Question

I have followed this thread and offer my opinion. I speak as a
Council Advancement Committee member involved in over 100
Recommendations for Lifesaving or Meritorious Action Awards.
In this situation the Scout is registered and therefore qualifies:
reference Article X - Sec 5, clause 3. '.......Recipients of these
awards must be registered members of the Boy Scouts of America
at the time the action was performed'. .....He was....he qualifies!
The recommendation can be 'submitted' by anyone. I always tell
people to let me know if they are aware of anything that occurs.
I do not want them to assume whether or not the event 'qualifies'
for a Lifesaving or Meritorious Action Award. I will have any event
followed up on even if all I receive is a phone call. I've found that
there are too many that want the paperwork to be perfect before they
will submit the recommendation.
Last time I reviewed why I was involved in Scouting, one of the
major reasons was 'the Scout', not the paperwork. Please,
let's keep that in mind. Leave the paperwork and procedures to
those Scouters that have been doing this for a while. We will make
sure that everything is correctly processed and submitted.
Re: the presentation. Unless the Scout objects, I would have the
Press Releases ready, dignitaries notified, and provide him with the
most dignified ceremony that could be held. He is a Scout...He is a hero!
Typically, our recipients of the awards are presented them on several
Occasions. The last recipients had his award presented at the
Troop Meeting, Council fundraising breakfast, District Roundtable,
and the Troop Court of Honor. He will have it presented again at the
Council Executive Board Meeting and probably a few more Council
Fundraising events.
Our obligation as Scouters is very clear. If we are aware of an event,
therefore we should notify the Council Advancement Committee so they
can do their job. Your aware of this one, guess you know what to do.
