Hello:
I looked up the Memorial Day situation in a booklet called"Our Flag".
According to Congress, you are correct...Old Glory is to fly at
half-staff
(half-mast) in the A.M. and full staff in the P.M.
"our Flag" is a great resource.....printed by the experts, offered for
free to the citizens of the good ol' U.S.A. So how do you get a copy?
Call
your Congressperson and request a copy.
