Interpreters Strip

We have an adult and at least one Scout in our Troop interested in
obtaining the Espanol interpreters strip.
Having read the requirements, they are the same for adult and Scout.
The problem is that we are having difficulty finding anyone to test
either the adult or the Scout.
District has no list and states if the adult feels comfortable wearing
the strip go ahead and wear it and test teh Scout
Council has no list and states 'If you're sure the adult can speak the
language, just have him wear it'
National states 1) go by Council Policy (None), or 2) have someone
verify that the adult can pass the requirements.
The adult in question, in this instance. is fluent in Spanish and there
is no doubt about being able to pass the requirements. A concern is the
process whereby the Scout is aware that he must be tested, whereas the
adult is on the honor system, even though both have identical
requirements to 'show their knowledge', and wear the identical
interpreter strip.
Another concern is that unless some effort is made to establish a
quality control, over time we will get interpreters that actually lack
the ability to pass the requirements when they are self-awarded.
How are other Units handling this issue.
