I would allow him to proceed with his current peer group. But, I would also
keep in mind that his current group will not be the same next fall. My
experience with such is that the boy will eventually realign his peer group
and may wish to spend a second year in as a wolf or bear. My approach is
that once started, a cub moves up each year. If he doesn't change grades,
it should be a cub and family decision on which level to use.

I believe you are correct here. Tiger is a FIRST grade program, not a
transition program (school district term for students repeating kindergarden).
If the younger boy starts tigers and wears an orange shirt, next year he
will want to be a wolf!!!
