I've seen a lot of reference this year to the 1998 Boy Scout Requirements
Book, so that's my source of information.
Requirement 1. Complete the fifth grade, or be 11 years old, or have earned
the Arrow of Light Award, but be younger than 18 years old.
Now, it is clear that the youth has met one of the ors, and he can join a
troop. There doesn't seem to be anything stating he must be a Boy Scout. I
submit that it is a parental judgement.
I have only recently obtained information on special-needs Scouts.
Unfortunately, I have yet to find the time to study it. We have two such
Scouts who have recently joined our Troop. One is twelve years old, the other
is thirteen.
