Yes, it has been done before. Up until about 4 years ago, that is how
Verdugo Hills council was run. For some reason, It was decided to drop
that and go to the geographical district approach. At the time of
change, I was told by one of the professional that only we and Boulder
Dam Council were doing it the Cub/Scout way. With the disproportionate
districts, the better way may be to have most "district" functions for
the scouters occur at council level. Last year we redivided again into
three Districts and the attempts to have some activities at District
level have basically bombed. Roundtable, training, Camporee all work for
us at a council level and would probably die at a district level. It
also makes calendering simpler.
