Cub Scouts is an Age Based Program. Despite Beth's logic about being
Webelos II in fourth Grade, he will be 10 years old. That means in
another year, he can bridge to Boy Scouts, even though he is a Fifth
Grader. All of this of course assumed he will not be held back anywhere
else in school. If you check closely, you will find if a 10 year old boy
joins Cub Scouts, he is Webelos II, regardless of grade in school,
although if he were in Sixth Grade, he could join Boy Scouts instead.
