There is no restriction on age for Eagle. The folks at National will tell
you it is targeted to the 13 - 15 year old age range in difficulty of
requirements. Boys mature at different rates. You will get the occasional
one who, generally pushed by an overzealous parent, works only on his
advancement and does little for the troop - sad, but you can't get in the
way if he meets all requirements. Sounds more to me like you have some real
live wires who are advancing rapidly AND helping the troop. Do everything
you can to help them. You are lucky to have them. The age issue, whether
for a merit badge or Eagle, is not something that is up to the
Scoutmaster's judgement. He cannot use this as a criterion, no matter how
he feels about it. The best way to get the Eagle "postponed" to 15 - 16 is
to have an exciting program that does things besides advancement so the
boys have things to do besides merit badges. But the best thing is for
every boy to move along at his own pace. If he earns it, he gets it.
