Gladys,
You are the Scoutmaster, no one else. Use your best judgement. I'm assuming
that you've been through the training, if not do it as soon as possible.
Also, pick up a copy of the Scoutmaster's Handbook. I found it very helpful
when I was a scoutmaster. In the meantime, listen to your heart. You know if
the boy has really done what he need to do.
A friend of mine that was in scouts with me when I was a kid, made Eagle when
he was 13. He didn't cheat on anything. He was just a real go-getter. In
fact later on when he went to college, not only was he doing 15 (sometimes 18)
credit hours, but he was also holding down 4 part time jobs to pay for it.
Yes, there were some who said that he was to young, but personally, I think
they were jealous. Instead of celebrating this boy's success, they were upset
because there boy didn't show that kind of drive.
To sum up, don't let the ignorance of the other parents sway your decisions.
It's YOUR call. If you need some moral support, talk things over with your
District Exec. He should be able to verify for you that you've made the
right calls.
As long as you live by the ideals of scouting ( the Oath, the Law, etc.) you
won't go wrong. We all need to remember to live by them, not just the boys.
