Our council, Robert E. Lee, says that you may not be a counselor for
more than 8 merit badges, and that a Scout cannot have more than 5
signed off by one counselor. There are exceptions, of course, but
they don't come around often. They also say that a leader may not
sign off requirements for family members (son, nephew, etc.), but
there are exceptions to this rule, too. For example, if a Scout's
uncle is the one person in the Council qualified to teach the merit
badge, they will allow it. The way we get around this in our troop is
to have at least 2 leaders signed up for one badge. A father can
teach the badge, and the other leader can sign the card.
