First of all get the boys you have together and share with them your vision
of a fun, exciting boy-run program. Plan a few months together using Woods
Wisdom. Organize those you have and have them elect leaders. Show all of
them Boy Scout Fast Start along with your other adult leaders and their
parents. Explain that this is how things are going to be. Take
Scoutmastership Fundamentals at your first opportunity. Use the
Scoutmaster's Junior Leader Training Kit - Introduction to Leadership
section to teach each new leader what is expected of him - then expect it.
After a month or so, do the Troop Junior Leader Training part. Make the
troop boy-run from the beginning - with a lot of coaching from you till
they get it right. Get a program going that will attract new Scouts because
those you have are having fun and feel ownership. We did this with a brand
new troop with no boys who had any Scouting experience before. By two
months into it, the SPL was already bugging the Scoutmaster to back off and
let him do his job - which he is doing very well. It's growing because the
Scouts are excited about it and telling their friends. Hook up with a Cub
Pack or two or three in the area - get to know their Webelos and tell them
about the troop. You'll grow and prosper. If you have some from the
previous administration and it was adult-run, they will be used to being
coddled and may resist taking any responsibility. Don't fall for it. You
may lose one or two, but the rest will get the message.
