Congratulations on becoming SM first! From the sound of things, you have no
where to go but up! At least you can build your troop so that you will have a
smooth running organization (if you build it, they will come). I found myself
in your shoes when I became a SM. The first place I would start is to put
together a program that attracts the interest of the scouts that you have.
Ask them what they want to do. If they haven't done much of anything for a
while, they may give you empty stares. However, there could be one or two
jewels of program ideas that will work. If you have one or two successful
troops in your area, go and talk to the adult leaders and find out what they
do that works. This way, you can have some program ideas in your hip pocket
to suggest if the boys simply don't have any ideas. Once you have your
program down on paper (it really needs to be published so everyone knows what
is going on), you have to get a committee that will support you. Perhaps
there is one strong parent that is willing to pitch in. Let him or her be
your committee chair and recruit the folks needed to support the program. You
can't do it all. If you try, you will most likely burn out and the troop will
be in the same position as it is now. If you have a program that is fun and
exciting, that provides opportunites for scouts to advance, the word will get
out through the kid grapevine and soon you will see new faces showing up at
your door. You should also work with a pack from your neighborhood that can
provide Webelos each year. Our troop went from 6 to 63 in three years. It
was quite a ride, but lots of fun. Good luck and good scouting.
