For the record, Councils (and districts) do have a way to limit what merit
badges and how many a person may teach. All within National guidelines.
The Council (District) is responsible for approving all merit badge
counselors. The methods and details of this process is left up to the
Councils. In theory, I could be inconsistent and approvel Bill as a
counselor for Lifesaving because that is the only badge he teaches and then
turn around and not approve John because he also is teaching six other
merit badges. This judgement could be based on John's lack of formal
training to teach lifesaving (He is not Red Cross or other agency Lifeguard
trained), but Bill may not have the training as well. (Maybe both should
be rejected as Lifesaving Counselors?) The bottom line here, is that the
Council approves the Counselors and the badges they teach. If the
committee feels a person is not qualified to teach a subject, they do not
have to approve that person for the subject. Then, of course, the council
would have to enforce the approvals by checking the signing counselors for
every merit badge. Some Councils actually do this. Ours does not, simply
because there is no manpower and I rather see the money go to program.
Besides, if I were to try and enforce this here, I would have lots of
trouble. Cochise County is one of the biggest in the country and we can
always use more counselors in rural areas.
