A clear violation of national policy, as long as the SM signed the card
and approved the use of that particular counselor for each of the merit
badges.

Another violation on national policy. If the counselor is QUALIFIED for
more than 10 and chose to protest the council would have a difficult time
sustaining this rule.

If either of those got to national the Scout or Counselor would win and
the council would lose.
