You sound like you have a good program, so something is missing to spark the
boys interest. When my son was in Cubs, we also had somewhat the same problem,
and this is what we did.
When we had any outing, we gave out neckerchief slides at the very next pack
meeting. We really made a fuss over the kids that got them, and sort of rubbed
it in to the kids that didn't go (but not maliciously). We tailored the slide
to the event-once we went on a steam train ride as a family event. We
purchased inexpensive plastic whistles, shaped like a train locomotive, and
glued on a ring cut from PVC pipe. Voila-neckerchief slide! We gave these out
at the next pack meeting to all the kids that went.
We did this for every event we had, and pretty soon, we saw better turnouts.
The kids wanted to go to get their slides, and started bugging their parents
to take them.
Another step you need to take is to see just why turnout is poor. If the
boys don't want to go, you have a problem with your program-maybe you need to
do other things. If the problem is the parents not wanting to take their boys
to the events, then you need to work on them. Make the events fun for the
parents: find some things for the parents to do at the events. Maybe the
parents don't have friends at the events, and need some help making friends.
Whatever-find out how to help the parents.
