As a former merit badge counselor at a Summer Camp, I can verify that the
counselors are given some lee-way to alter some requirements to fit the
conditions at camp. However, I do not see why this requirement would need
such alterations.
The fact is, if the counselor signed the card as being completed - there's
nothing anybody can do. The boy should complete that particular requirement
anyway just for the sake of honoring the requirement.
