This should work well in smaller schools. In a School with more than
2500 students, the administrators simply cannot know all of them well
enough to exercise any rational discretion or judgment.
While this results in a number of idiotic actions, many of which have
been discussed here, it also prevents a "if it's TUesday, this must be
Belgium" syndrome in which the discipline depends on whether it's Monday
or Friday, whether the administration in question is having a bad-brain
day or got a ticket on the way to work.
