Hank, the short answer is "yes, of course it is".
The advancement program, and the rank of Eagle, is a means
to an end, and not the end in and of itself. The implication
of your message is that the only way a boy can be "an
outstanding example of the Scout Oath and Law" is if he
is an Eagle.
There is only one way to earn the rank of Eagle - meet the
requirements. That's why they are called requirements.
The true "spirit" of scouting is in recognizing the value
in each individual, and giving them the opportunity to
grow in character and citizenship, even if it is only a
little bit.
