HOW DO WE START AN OA SUB-CHAPTER

Greetings All.

How do we go about starting an OA sub-chapter? Our SM suggested it a year
ago January so I contacted our OA Lodge Advisor and asked him how we go
about it. He was positive about the idea, and referred me to our (at that
time) acting DE. Jeff was busy getting ready for Jamboree and since then I
have had absolutely no success getting any type of acknowledgement on the
matter. But I realize that Council has a lot to handle since it is so big.
We live in Spain and out District goes from Portugal to Turkey. Our
chapter is in Italy, but kids can not get there unless they either fly
commercial or a parent accompanies them on a military aircraft (if a flight
is available). Just here in Rota we have about 15 Scouts who are OA, and
there are some others in Madrid, Lisbon and Morocco. Maybe not a lot of
people, but enough to warrant at least checking out the idea.
