Well, before I address your specific questions, several points. First of
all, the current requirement, paraphrased, is that the Scout (or adult)
must, within the last 2 years, have 15 days and nights of camping, 6
consecutive days and 5 nights of which must be long term, the balance of
which MUST be short term. Further, TM will only count nights that you
don't indicate as having been "cabin" camping. The OA requirements have
no such restriction. (Unlike camping mb.) Now:

No, two summer camps cannot count. Only 5 nights of long term camping are
counted and the remaining 10 MUST be short term (I believe defined as two
three or four nights).

Under current requirements you can only count 5 nights (and six days) of
any long-term camp, regardless of how long it lasts.

He does not qualify regardless of which summer camp you use because he
does not have the 10 nights of short-term camping under the facts
presented.

Because of the discrepancies between TM and the actual current
requirements (which I HAVE discussed with Sam Edwards, although he doesn't
want to change the software), I don't use his OA eligibility report.
Instead I print out a list of all the camping trips/activities that any
Scout First Class or above and not yet an Arrowman has been on within the
last two years and do the count manually. We are a troop of 50 or so,
with about half each year potentially eligible and this process takes me
less than an hour.
