Cub packs are your best bet so contacting Webelos leaders is a good first
step.

Next step is to plan your sales pitch. You have 2 audiences.

You need to sell the kids that your's will be a fun Troop to join. Stress
activities, how great the other guys are, etc. Have an open house with lots
of activities. Emphasize fun--in doing my initial SM conference with some
of our new recruits I asked them what they wanted out of the Troop, why did
they join. Care to guess what the answer was?

The second audience is the parents. Mention the fun but sell them on the
benefits: education, personal development, values, etc.

You may be a little late to make this work well this year. Around here the
Webelos have mostly made their minds up and are settling in their Troops.
But see if you can get a list of this year's 5th grade Webelos & last year's
5th graders who didn't move on. You may be able to pick a few up.

Next year start your planning about September. We have an open house in
November and invite 5th graders to a winter cabin campout in February.
