So far as I know, there is no national policy on who votes on Committee
issues. As you are aware that the SM and SAs are NOT to be TC members, I
would say it is unusual for folks who are not members of a Committee to have
a vote on that committee.
You do know, of course, that there are specific regs in the Advancement
Guidelines which prohibit an SM or SAs from being members of a Board of
Review or having any vote there.
In our Troop, the Committee members vote on issues. The program people
frequently bring issues up, but do not vote on them.
