I can think of one compelling reason to have every adult registered in a
unit - Youth Protection! When an adult fills out an adult application, the
unit and its sponsoring organization should at the very least check out the
character references provided by the applicant.
When someone doesn't want to fill out an adult application, but still
wants to help, all kinds of red flags should be popping up in your mind.
