Has the 90 days to have a Eagle board of review after the scout turns
18 been done away with?

If all requirements have to be completed before the 18th birthday, then
it must have. If you haven't noticed a new requirement has been added
to Eagle:

7. Complete your board of review.

If so will this be grandfathered in?
