No.

Yes, a sample size of ~350 would be sufficient to draw
inferences about the entire Boy Scout population (not
including LFL) with a 5% margin for error.

Partial credit for yes or no since the question should have
read "sample *of* *the* POPULATION". The answer is no since
list subscribers are not a random sample of the general or
BSA population.

I wasn't going to send this, but I've received about 20
email responses.
The consensus is, it's time to change the subject.
Would someone like to discuss the process of changing a BSA
National policy. I think it starts with the Chartered
Organization Reps at the Council annual meeting? What do
you think?
On the other hand, someone was asking about suggestions for
a pot luck dinner, requiring little or no cooking. Try a
Taco Salad; the only cooking is reheating the pre-cooked
ground beef......
