Once you start a MB, you can complete the MB under the requirements you
started with, or with the new requirements. It is the scout's choice,
with the approval of the MB counselor. The problem you run into is when
a scout finishes all but one requirement, but comes back to a new MB
counselor 2-3 yrs later and wants to finish that one requirement. (like
the 90 day budget). He has a signed partial card, but clearly does not
currently understand one of the requirements (for example, the three
branches of government for Cit in Nation). The rules indicate that if
he has finished a requirement, he has finished it. You may "counsel"
with him, but it is not fair to retest the boy.
Anyone who has not started a MB should, by rights, use only the new
requirements.
It gets a little harder if you don't have the old requirements.
(Tongue in Cheek section) Thus it behooves an 11-yr old scout to start
every one of the Eagle Required MBs when he starts scouting, and then
finish them with the requirements he started with or new ones.
