EOA ideas

I am involved in the exploring program in the Transatlantic Council (TAC)
(mostly made up of US military and DOD families) our district has gone from
two posts to nine in the last two years we have had problems getting an EOA
off the ground. Does any one have any ideas on how to make it work? We
are trying to do it at the district because our council is to spread out to
have a council wide EOA. To give you an idea of our geographic size. .
TAC goes from England to Azores to Turkey and much in between. The
district goes from Stuttgart to Heidelberg to Bonn and Saarbruecken
Germany. The nine posts are within 3 1/2 hours drive from the extreme ends
of the district the center of the district is at most 2 hours away from all
posts. We need to get the EOA up and running to support and develop a
program for our Posts.
