If, by being a representative of the troop, you mean serving ON the Board,
then, as an ASM in the Scout's troop, YOU ARE NOT ELIGIBLE. The only
adults specifically precluded from serving on a board of review for Eagle
are the SM and ASM's of the Troop, and relatives of the Scout. Anyone
else over the age of 21 is eligible to serve.
If, on the other hand, you are going in place of the SM, who is allowed to
be present, but not be part of the board, but rather to answer questions
that might arise during the board about things the Scout might not be able
to answer (rare in my experience) then you can certainly attend in his
place, but you will not be asking any questions.
