If the counseler is registered and the scout is able to comunicate his
understanding and meet the requirements dispite the added difficulty of
doing
it (or most of it) via e-mail, I'm all for it. The counselling I do
have a problem with is when the counselor sign it of without the scout
meeting the requirements.
