I have never heard of a Troop not meeting in the summer. Scouting should,
whenever possible, be done outdoors, and when better to do that than summer?
And if your SM cancels meetings with the regularity you suggest, perhaps it's
time to talk to your COR and volunteer to be the new SM - you need one.
