quality unit badges

Can anyone tell me why if Council says you are quality unit, you have to pay
for the patches for your pack. It seems everytime I turn around I am paying
for patches that end up eating my funds. We are not a rich pack and I have to
put the money in myself. Which I don't have. Shouldn't council give you the
patches for quality unit, popcorn and bowl-a-thon. The fundraisers we give
them 70% of the money then have to give them more for patches so our children
are recognized for helping.Everytime you have a fundraiser to help your pack
they take 50%. How are we to come up with the money to run the pack if they
keep taking it. This doesn't make sense to me.
