Hi Randall,
First of all it sounds like your committee is NOT trained.
The Senior Patrol Leader is the LEADER of the troop.
The Scoutmaster is the advisor. The committee is the support group.
If a patrol is larger than 8 scouts then the patrol needs to split.
If there are 10 then 5 scout patrols would be the best. The patrol
members make this decision not the scoutmaster, not the committee. Tell
them that this needs to happen to allow more chances for leadership and
better operation of the patrol method.
As for OA election, the Scoutmaster has the final say on who is
qualified.
