Bill,
Call council and see where they are registered. If they are still
registered with the pack, ask the troop why they haven't been
transferred. Crossing over isn't required to become a scout, the troop
turning the paperwork in is. If they have been attending troop meetings
the troop should have turned the paperwork in, if only to protect
themselves. Also they can't earn Scout or any other advancement until
they are registered with the troop.
Transferring their registration is simple. Fill out the paperwork and
turn it in with the one dollar transfer fee.
