Merit Badge info lost by SM

I have a question for the wisdom of the list.

My son completed the requirements for the Electronics merit badge at the
Jamboree last year, but has yet to receive his badge.

The completed requirements were all turned in to his scoutmaster at the
same time, however he has been through 2 COH where badges were presented,
and has received all due him with the exception of this one. The SM has
been asked repeatedly to please correct this, and find the paperwork,
however nothing has happened yet. The SM has since stepped down to become
an ASM, due to the travel and other requirements of his new job, but is
still with the troop. This SM was also his SM for the Jamboree Troop.

I have seen the completed paperwork, and went over it with my son before it
was turned in, just to make sure that all requirements were met. In fact,
I checked it at Jambo as well since I was on staff.

My question is where do I go now to correct this situation?

My feeling is that no boy should be made to suffer because of an adults
mistake, and therefore he should not have to do anything more himself. He
did everything he was supposed to do, but the SM dropped the ball.

Since this is not an eagle required merit badge, I am not as concerned
about it as I would be if it were, but I still want him to have what he
earned.

Any help would be appreciated.
