Jonah and Stan shared something that lots of Scouters, especially new ones,
find confusing:

The reason why there's not a specific requirement listed in ANY BSA booklet
is because the Recrutier strip/patch is one of several BSA insignia items
labeled "Unit-Specific" insignia. Recruiter strips, along with year pins,
the "attendance pin" and bars and other items like it depend upon the unit
and/or local Council to make the "final decision" on how those awards are
going to be presented/awarded/earned.

That's why although there's a description of the award listed in the
Insignia Guide, there's not an accompaning description of how the award is
earned.

Someone posted a while back that "you have to recruit two youth members",
which may be correct in HIS Council, but it's not a universal thing. The
plain truth is, in some Councils, all you have to do is to PARTICIPATE in a
Round-up or recruiting drive and you get the patch --whether or not you
actually get a youth to join! In most others, however, it takes ONE youth
or ONE adult to earn the patch and in some well-meaning but (in my opinion
only!!) misguided Councils, one could earn a strip for EVERY BOY or ADULT
you get into the Council (which would be like Mr. Quality Unit strips or Ms.
Honor Unit patches down the sleeves...but hey! it's their Council, and they
make the rules in THEIR COUNCIL)!!!
