Re: 3 scouts die in AZ from flash flooding

Just a reminder to everyone from all parts of the world about the
root cause of this tragedy. Even in Arizona where it is a "Rule
of Life", people still make mistakes.

_Do_Not_ attempt to cross a wash/gully/arroyo/low spot in the road
that has water running in it, unless you are _absoultely_ and
_completely_ sure that it is only a few inches deep. We have had
an increasing problem here in AZ with drivers who drive around the
barricades (not saying that these scouts did) and consequently
getting stuck/washed away in the deep water that they didn't realize
was there.

It has gotten to the point that motorists who become stranded in
these areas are being fined and charged for the cost of their
rescue.

Flash flooding is very common out here, as it is in California, New
Mexio, Texas, and Mexico, as well as many other countries. It can
occur any time and anywhere that there is a large amount of rain in
a very short time.

Just use this as a reminder that we need to be mindful of the boy's
safety at _all_ times.

Although I didn't know them (that I know of) these boys and their
leader were from _my_ district/Council.
