Re: crossover question

Follow up to an unexpected Troop showing up to receive their new scouts.
The questions I have are (and if it has already been addressed I must
have missed it):
Were there any other troops at the crossover? Perhaps no other troops
(those receiving scouts or otherwise) were present - ie a "pack only" event
was scheduled? If this was a "pack only" event, opinions might be different.
If other troops were present, why was the "brother" organization ommitted?
Can anyone provide the answers to these questions?
