Obviously, I can't speak for your District or Council events, but in my
District, the money collected for Camporees, as for any event, covers more
than just the cost of the patches. Our budgets need to cover the cost of
printing flyers and then mailing them to the unit leaders. There are
always some other incidental supplies that need to be purchased to support
the program at the Camporee. Were there stations that used rope for
lashing/knots/splicing? How about rental of walkie-talkies? Our District
usually provides each staff member with a cap to indicate their status as a
staff member. Did you have a cracker barrel or two for the SPL's and the
unit leaders? Was there a fee for using the facility where the Camporee
was held?
As you can probably see, it doesn't take too long to burn up several
dollars per head. We usually charge $5 or 6/boy for our camporees, but
have occasionally charged more if we planned a special event that was more
costly than usual.

Yours in Scouting,

Alan
