For what it is worth- my opinion has always been that until a person is 30
years old and has had a child he or she doesn't know if he is an atheist or a
believer. I am certainly not convinced that a Webelos knows.

The dispositive issue then is not, in my opinion, what I think, but what his
parents think. I would present the issue to the parents- read the declaration
of religious principles to them. If they can answer that they agree and that
they subscribe to those principles- that is your answer. If they insist on
disagreeing, you have your answer as well. Do not however allow the evasion:
we are "humanists." When they ask: "do humanists qualify?", turn it around
and say, "I don't know- Do they?"

Again, give them the rule, ask them if they qualify. If they say yes- go with
it. If they say no- explain the consequences and ask again. If they still
say no, you know what to do.
