I know that you want to recognize the extra effort that the Scout's
step-mother went to to help him through the Scouting experience. It
often seems unfair that two people receive the same recognition when one
of them apparently has done so much more. IMHO it is really not up to
the troop to make that distinction. We don't know what encouragement the
Scout was given by his mother (maybe you do, but didn't include in your
post). In a public ceremony we celebrate and recognize the contribution
that both women made to fledging an Eagle Scout. In private conversation
we express our thanks for what we privately consider to be "above and
beyond."

If there is to be any distinction, let the Eagle make it. Let it come
from him. Try not to suggest to him that perhaps he should distinguish.
Let him love and respect and celebrate both of his mothers. Consult with
the Scout and his father and ask them how they want you, or the MC, to
introduce the mothers.
