In the Boy Scout program, yes, this is true. Boy Scouts goes to the 18th
birthday, after which time you are considered an adult. Scoutmasters &
Committee members must, by regulation, be at least 21. Thus, the only role
open to the 18-20 yr. old (in Boy Scouts) is Asst. Scoutmaster. If someone in
this age group wants a youth registration, Exploring (oops - Venturing?)
defines youth as 14-20.
