You said it yourself, you haven't heard the other side of it
yet. Also, before you mediate between parent and den leader
you should make sure that mediation is appropriate. In my
pack the cubmaster makes such decisions. This cubmaster
usually listen very carefully what den leaders say, after all,
den leaders are the people the cubmaster trusts and works with.
However, in several occasions the cubmaster "helped" den
leaders to interpret the "law of the pack" (which helps the cub
scout grow). Helping a den leader understand scouting
requirements or rules is something which can be done friendly
and without any insinuation they did something wrong.
If you really have to mediate, check out the rule carefully.
It requires 6 months activity (in the den) since completing
fourth grade or since becoming ten years old. The rule doesn't
say the 6 months have to be recent or contiguous.

It is pretty clear to me what active is. Considering active
to mean registration seems absurd; if national means registration
they can say "registration". It is much less clear how active is
active enough. I think one reason that there seem to be no
precise rule how active is active enough is that you might have
to consider the specifics.
Instead of figuring out how active is active and then checking
whether the boy did meet this requirement you migth start
from the other side. How active was the boy. Can that be
considered active enough?
What is best for the boy? Does the boy believe he earned it?
(We are not advancing boys for their parents, nor are we
holding a boy back for the benefit of other boys or leaders)
