Unfortunatly this is not a unique situation and I place the blame on the
parents. I have had many Moms give me a strange look when I say at the end
of a COH "Now the scouts can get busy sewing on all these new badges." I
have even had some come up and ask me if I really expected their son to sew
their own badges and have them look good.

All I can say is keep trying but don't push too much. As your scouts go
camping and do their own cooking they will become more comfident and as you
encourage them to come up with their own ideas for programing you see some
good leaders emerge where you least expect.
