Now I read here that it cannot be done. All I can say is someone is
wrong in this issue and I need to find out who because I have been getting
unregistered youth at my district events on recruiting visits. If this is
truly wrong I need to stop it. Can anyone give the definitive answer?

Hello Steve,
You should check with your Scout office, but my understanding is that any bona
fide potential new member (youth or adult) is covered during Scouting
functions while they are considering joining.
